Workforce Development
ServiceIQ supports our employer, learner and government stakeholders by advocating for workforce development. Our work in this area includes agreeing the six priorities for workforce development with businesses in the service sector, developing a Workforce Development Plan for the sector based around the priorities, the regional roadmaps providing a regional view and focus point for the six priorities and the sector profiles giving an overview of our ten sectors. ServiceIQ also has a focused approach to driving the success of Māori and Pasifika learners and improving adult literacy and numeracy skills across the service sector.
Workforce Development Framework
ServiceIQ and businesses developed a framework with six agreed priorities
These priorities were chosen as most likely to have a significant impact on increasing business productivity and growth. These priorities are purposely high level and aspirational, and outline focus areas for the sector as a whole.
Attract and retain people with the right attitude and aptitude.
Increase the number of able school leavers transitioning into the sector.
Increase access to and engagement with training.
Develop and maintain high quality qualifications and programmes that meet the needs of industry.
Increase productivity by developing core skills.
Improve business and management capability.
Workforce Development Plan
ServiceIQ, as the Industry Training Organisation for the service sector, has developed the Service Sector Workforce Development Plan following extensive business consultation.
The Plan gives a framework for the sector to work together toward achieving a shared vision of ‘a world-class service industry through qualified people’. Agreed priorities that will make the biggest difference in moving towards this shared vision are described, with examples of sector initiatives already underway to help achieve these priorities.
Regional Roadmaps
ServiceIQ has developed regional roadmaps to help each region achieve a world-class service industry, through qualified people.
The ServiceIQ Workforce Development Plan highlighted the need for service sector workforce development at a regional level. The regional roadmaps provide a regional orientation and focus point for the six priorities and provide a means for creating concrete, detailed actions for realising the vision for the service sector.

New Zealand’s service sector workforce is very diverse and is rapidly changing.

Auckland, in particular, is seeing significant shifts and people of Asian descent now represent 29% of the Auckland service sector workforce.

The service sector employs 668,000 people in New Zealand (28% of workers), and this is forecast to grow by 30% by 2020.
